Meeting of agencies. Tan 【譚伯羽] brought up the question of increasing quota in Fund and Bank. If China does not get an increase, her voting rights would be decreased, so as to prevent her from designating a director. It is a question of position. As to financial benefits, the present quotas could take care of all of China’s needs.
At 4 p.m., with Sampson Shen 【沈錡] and Johnson Cheng 【鄭健生], called on William Bundy, to inquire about U.S.A. policy in Vietnam, after the visit of Taylor last week. Bundy served coffee and cake, with one candle to offer congratulations on my birthday. Very courteous of him. We joked a little about living a life over again. He said Winston Churchill was against it. I said I would try to avoid the mistakes in this life but was afraid I would make other and worse mistakes in the next. As to Vietnam, he wished to give all information possible without endangering security. I did not blame him or to try to press for more information.
Invited some members of staff to a birthday dinner, my 69th. It was jolly.
