This has been a week devoted to the problem of French recognition of the Reds.
The angle which I have had to handle is the moment of time at which Taipei could or should break relations with Paris. Rusk and Harriman both urged me to urge my government not to break hastily. I was convinced of the reasonableness of the U.S.A. suggestion and recommended a week ago that we divide our reaction to Paris action into two steps: (1) when France announces recognition, we protest, and (2) when the Red ambassador arrives in Paris, we withdraw and break off, however, without letting out the secret.
C. 【蔣中正] chooses to regard the matter as one of life or death, honor or shame. He also believes that France intends a 2-China policy, shared by the U.S.A. at bottom, though not now.
Pechkoff 【貝志高],【1】 de Gaulle’s special envoy to Taipei, took to C. a personal letter from de Gaulle, in which he lauded C., and said he would recognize Peiping without a single word about his intentions in regard to French relations with Taipei. This mission made C. conclude that any hope of preventing the Reds from coming to Paris to be an illusion.
The editorial of the N.Y. Times favoring a 2-China solution, Walter Lippmann’s article thanking de Gaulle for doing a service to the U.S.A., and the recent speech of Hilsman calling for a new open door towards revision of U.S.A. relation with Peiping and other manifestations have made C. refuse to play the game as the U.S.A. wishes him to play.
Among the items of information given me by Rusk and/or Harriman, are: (1) De Gaulle has written to leaders of French African countries not to follow French example in recognizing Peiping; (2) De Gaulle at a cabinet on this question ordered that the record should show that he stood for the continuation of relations with Taipei; (3) Alphand in Washington to Harriman, Couve de Murville in Paris to Bohlen, gave assurance that France wished to maintain relations with Taipei.
Johnson sends Ray Cline to Taipei to try to prevent early break with France.
