Rusk is in Germany, giving assurances that the U.S.A. will not withdraw its armed forces from West Europe. The success of an experiment to transport one entire division from Texas to Germany led many to suspect that the U.S.A. might withdraw more troops from Europe, since it is easy to send them back when needed.
