Staff meeting. Stated my thesis that the Soviet Union would not have a rival in the leadership of the world communist movement, even if that rival should be completely Marxist-Leninist. Both Peiping and Moscow understand that world revolution is the road to world empire. The U.S.S.R., however, understands world empire to be one; a rival empire within the communist world would prevent rise of a world empire. Peiping sees chances of expansion in South East Asia; Moscow fears that communist expansion in South East Asia would mean not Soviet but Chinese expansion.
In Korea, Moscow and Peiping fought a war in cooperation, Peiping furnishing manpower, Moscow arms. The result has been: North Korea became a sphere of Chinese Communists. Similar co-operation in South East Asia would produce similar results. Moscow does not want North Korean experience repeated.
Moscow insists on the payment by Peiping of the costs of the arms used in Korea.
The same motives have led Moscow to side with India.
There has also been a rivalry in Africa and Latin America.
