The American papers have talked a great deal about the accession of Eastern Germany to the Test Ban Treaty. It is reported that Bonn is concerned, lest such accession might mean or imply recognition. On our part, we are bothered by the possibility that the U.S.S.R. might veto our accession. The staff have been seeking information from State Department. It is clear that none of the three (U.S.A., U.K., and U.S.S.R.) has a veto on accession; that accession is not treated as recognition.
