Snow. Russell says that it is unusual for Washington to get snow so early.
Monthly meeting of heads of agencies. Discussed the war between the Reds and the Indians. Nobody had an explanation of the Reds’ actions, particularly at this time.
C. M. 【李卓敏] tells me that a group of State Department officials, headed by W. W. Rostow, met with a group of Japanese intellectuals and politicians of leftist tendencies in Dartmouth two weeks ago, to discuss problem of trade between Japan and the Mainland. The Americans did their best to advance a thesis against such trade. The Japanese held stubbornly their ground. There was also a discussion on the nature of the Reds’ expansionism and a facet of communism or a part of Chinese imperial tradition. The Japs held the latter thesis while the Americans held the former.
N. S. Cheng 【鄭寶南] came in the afternoon, to be house guest. With Kiang 【江易生], we discussed the problem of refugees in the Assembly of the U.N.
