Yesterday afternoon, obtained an appointment to see Harlan Cleveland about the refugees, but this morning, State phoned that Cleveland would be involved in a conference on Cuba. Would I see Schwartz【1】 instead? State added, unfortunately Schwartz was out of town and would not be back until Monday. I sent word back that I would rather see Cleveland on Monday.
Attended a lunch given by Weaver,【2】 Assistant Secretary of Labor, in honor of the labor team from Taipei. In responding to toast, Mr. 汪【曉滄],【3】 Division Chief in Ministry of Interior, made a summary of his impressions of the U.S.A.: wealth of statistical information, security, and welfare of the laboring class all impressed him. He would like to see an independent labor administration agency in Taiwan. I could see he was an experienced speaker.

Huang Shao-ku 【黃少谷] came to dinner. He did not know in what way he had offended C. 【蔣中正] He was returning to Taipei, but was afraid his usefulness was over. Urged him not to be pessimistic.
