Hu Kuan-tai 【胡光泰]【1】 came to report on his office of investment and trade, the publicity he has gotten, and the public relations program which he plans to launch. He is very aggressive; in his job, he must be.
A group connected with labor administration came to talk about their tour of the U.S.A., to study labor administration. They expect to prepare a central labor bureau to be set up in Taipei. I advised him to get clear in mind exactly the work which the bureau must accomplish. There is no use in setting up an office with the usual apparatus of divisions and sections, and then look around for work, and failing to find work or the necessary budgetary provision, sit before the desks only to receive a meager monthly check. The office must make its way through accomplishment.

曾任紐約世界貿易公司研究員、經濟部商業司長，1956年起任駐日大使館經濟參事。
1961年調美國紐約擔任投資服務處首任處長，期間曾任第17屆聯合國大會代表團顧問。
之後歷任駐加拿大大使館經濟參事、駐巴西大使館主管經貿的公使、駐美國芝加哥商務代表。
