Called on Ambassador Nadim Dimechkie of Lebanon. We talked about the Syria and Israel dispute.
Decided not to attend joint session of Congress to hear President Goulart【1】 of Brazil. Went to the bank and got a haircut.
At 2, McManus of Seattle came to urge larger use of the port of Seattle.
At 3:30, saw Harriman, Kiang 【江易生] along. We talked first about the appointment of a new American Ambassador to Taipei. He said since talent did not grow on trees, Kennedy and Rusk had to have more time. Then we talked about U.S. Foreign Relations, China, 1943. I told him it was against international comity to publish documents critical of a friendly government and its leaders, still in exercise of power. He promised to look into the matter.
Hilda 【沈恩欽] and I went into the Brazilian Embassy at 6:40. Told to be there at 6:45. The President did not arrive until 7:15. After the reception, it took 40 minutes to get our car. Went to Senegal Independence reception. Back at 8:15, omitting a Korean reception.
