曾任陸軍參謀長、韓國聯合參謀本部總長。
1957年退役後，歷任駐土耳其大使、駐法大使，1961-1963年任駐美大使，兼任駐巴西、智利、哥倫比亞、阿根廷、巴拉圭與厄瓜多大使。
1963年為外交部長，1964-1970年為韓國總理，1966-1967年同時擔任外交部長。
