Held a staff meeting at 10:15. First I had Kiang 【江易生] introduce the staff one by one. Then I spoke. (1) I wished to maintain, for the time being at least, the organization as devised by Yeh 【葉公超]. Everybody should continue to do his or her duty as usual. (2) Since I had to commute between New York and Washington, I intended to delegate considerable authority to Kiang in Washington and to Hsueh 【薛毓麒] in New York. The burden I had to carry was heavy. It was not solicited; indeed, I tried to dissuade my government from making the appointment. Since I had accepted, it was my intention to do my best. (3) I wished all members, up to 3rd Secretaries, to go out and make friends with Americans and members of other embassies. I would supply the funds for entertainment. At the end of every year, everybody should check the number of new friends he had made. (4) We had difficulties ahead, but we had also opportunities.
