Hsueh yu-chi 【薛毓麒], back from Washington, showed me record of a conversation he had in the State Department, with Sullivan. The latter calculates that on the moratorium we could get at most 32 votes, with 37 against. Although I feel he is too pessimistic, it is stark. Even if we should get through this year, we would do it by a very narrow margin.
George 【葉公超], passing New York on his way home, told me he would recommend acceptance of the new approach. We talked about the shock and possible cushions, for C. 【蔣中正] had all these years led the people to hope for recovery of the mainland. The new approach requires his recognition of two Chinas.
Ordered a reservation on North West for Friday, March 31st. Cabled home that I would leave by that date.
