Dictated the 2nd part of speech for Canada.
Met Matsudaira 【松平康東] at a luncheon given by Fourie of South Africa. He told me that after his recent home trip, he told Adlai Stevenson that Japan would support the moratorium formula this year. His government, after receiving his report, cabled him not to be so specific, that hereafter, he must not make such a rigid commitment. He explained that there were forces within Japan working for recognition of Peiping. He was sure that Japan would insist on independence of Taiwan. Many Japanese were not fully aware of the threat to Japanese security. He begged me to keep the talk confidential. He was working for us; any publicity would spoil his chances.
