The recovery of the mainland by military force would be an accident of world events. It is certainly beyond such power as could be developed on Taiwan; and the world events are not within the control of Taiwan. To devote the major portion of Taiwan’s resources for the achievement of such a slim chance is pathological.
What Taiwan should do is to offer to the Chinese people, and indirectly to all the peoples of Asia, an alternate road to a higher standard of living, including a higher standard of culture. This she can do by applying modern science to production as she has begun to do in agriculture and light industry. This type of effort should be intensified and multiplied.
The difficulty is that C. 【蔣中正] and CC have no understanding of modern science and its place in life.
Taiwan can also do much in education, both in elementary and higher branches.
We must make up our minds to enter into competition with the Reds in all fields. In the meantime, we should maintain a force of 300,000, half of the present number, but still disproportionately large, for contingency.
