Long talks with Chiang Monlin 【蔣夢麟]. Explained to him the origin of the “moratorium” on Chinese representation and the future difficulties. We talked about domestic political problems, both lamenting the fact that if C. 【蔣中正] leaves, the situation might be worse; there is not in sight an alternate leader. He told me he advised Chen Cheng 【陳誠] not to toy with the idea that I should be made Prime Minister, for in Monlin’s opinion, I would quarrel with C. within less than six months.
Gumadeng(?) 【嘉樂頓珠 (Gyalo Thondup)], the brother of the Dalai Lama, came to call. I enquired about the refugees. He said there were about 40,000, the majority in India, with some thousands in Nepal, Sikkim, and Bhutan. Most of them are young, below 25. Some of them had studied in communist schools in Chengtu, Lanchow, or Peiping. The Tsinghai-Tibet high is in operation; communist trucks operating in caravans of 100; Siking-Tibet highway is under repairs. He thought that there were 200,000 Chinese troops in Tibet. The estimate is based on the fact that the Tibetan food situation is very bad.
Gave a dinner to the Jordanian delegation.
