Delegation meeting discussed (1) Khrushchev’s announcement to reduce Soviet’s armed forces by 1,250,000 men, (2) Hanson Baldwin’s comparison of the U.S.A. and the U.S.S.R. missile and space power. Baldwin thinks that scientifically and technologically the U.S.A. is about even with the U.S.S.R., in miniaturization and instrumentation superior, and in power of rocket thrust inferior; what the U.S.S.R. has gained is in the propaganda field. Discussed also the flight-defection of a MIG-15 from Fukien to Taiwan. Ho Shai-lai 【何世禮] pointed out that the disappointing feature was we failed to send a plane up to guide the Red plane, safely to an airfield.
