(3) Eisenhower’s State of the Union message section on the Atlas missile. Re. (1) the news, purportedly an intelligence report, is suspect. How much of the satellite will be Chinese in manufacture and how much Russian? The dispatch mentioned Dr. Tsien 【錢學森]【1】 of Cal Tech, as the expert, but Tsien was an airplane designer in Cal Tech in the war period and early post-war years. At the time he was in MIT and Cal Tech, missile was not advanced. The mention of Tsien makes the news more suspicious than ever.
As to Russian rocket in South Pacific, it seemed to us that nobody could prevent it, certainly not the U.N. The American reaction would consider it a challenge, to be met by new effort in the U.S.A.

【1】錢學森（1911-2009），生於上海，麻省理工學院碩士、加州理工學院博士。
1943年起先後任教於加州理工學院、麻省理工學院，1949年回到加州理工學院，任古根漢噴氣推進中心主任與航空系教授。
1950年曾因被指控為共產黨員，遭拘留15日。
1955年回到中國後，歷任中國科學院力學研究所所長、國防部第五研究院院長。
1960年2月指導設計中國第一枚液體探空火箭發射成功，同年改任國防部第五研究院副院長。
之後持續參與領導中國多項導彈與火箭的設計與規劃，歷任第七機械工業部副部長、中國人民解放軍第五研究院（今中國空間技術研究院）首任院長、中國人民解放軍國防科學技術委員會副主任等多職。
