Shen Chang-huan 【沈昌煥], on his way to Madrid as Ambassador, called. He said that C. 【蔣中正], at the recent plenum of KMT, repeated opposition to amendment of constitution but asserted he could not relinquish his mission to recover the mainland. His decision next year whether to stand or not depended on one factor, namely its relation to recovery of the mainland. When pressed to be more specific, he said it was too early. Shen contrasted C. with Chen Cheng 【陳誠]. When Dulles went to Taipei, only C. could accept the joint communiqué, not Chen Cheng, lacking in prestige and courage. C. listens; Chen is self-centered; C. budgets his time and spares others; Chen Cheng is long-winded, wastes his and others’ time. In the case of T. V. 【宋子文] and CNRRA 【行政院善後救濟總署], only C. could accept a change (P. H. Ho 【霍寶樹] in my place) without accepting T. V.’s stories about me. Shen in fact campaigned, and well. When Sun Li-jen 【孫立人]【1】 was imprisoned, C. also sent Shen out to explain.
