Humid, up to 90°. Koo 【顧維鈞] phoned that (1) Government wants to 免職, not 停職 as I had suggested, and (2) committee of investigation, without, however, participation of Gen. Ho Shai-lai 【何世禮], as I had recommended. Both changes are a disappointment.
Saw Roy Howard at 3 p.m. in his office. He showed me a letter he had written to George Yeh 【葉公超]. Roy had interviews with Ike, John Foster, and Nixon. He summarized them for George: (1) U.S.A. cannot and will not help in defending Matsu and Quemoy. (2) Ike knows loss of Matsu and Quemoy would result in loss of morale and is willing to devise ways of compensation. (3) U.S.A. will help in defending Formosa and Pescadores. (4) Great Britain and Australia don’t want U.S.A. involvement in Matsu and Quemoy but agree to defense of Formosa and Pescadores. (5) Great Britain will defend Hong Kong and expects U.S.A. help. (6) Dulles believes Peiping will not attack Matsu and Quemoy because it wishes to make believe in smiles and sweetness.
