Rose at 9. Breakfast with Shen 【沈昌煥] at 9:45. In Twin Oaks at 10:15 a.m.
Shen told about 郭廷亮, serving under Sun 【孫立人] for 16-17 years. A major of artillery, captured by Communists at Mukden, joined the Reds; as their agent, he “escaped” to Formosa and served under Sun. For a long time, he lay dormant. Last year, when Sun was not made Chief of Staff, Sun told him to build up an apparatus of former trainees and subordinates. Five others were in this inner circle. Kuo had a Communist objective, the others were after promotion. Their plan was to promote a mutiny this year, in June, during the maneuvers. Kuo was caught on May 29. Others were taken in a few days later. Kuo and comrades all made their confessions. Problem: what to do with Sun? and not arouse bad international complications. Koo and I suggested board or committee of investigations. I stressed the importance of having military officers of some international standing on the committee, such as Gen. Ho Shai-lai 【何世禮].
After lunch, I returned to New York.
