Chiping 【江季平] came to say that peace observation commission might accomplish some good on Matsu and Quemoy. I did not agree.
Invited Gen. Ho 【何世禮] to lunch.
Evening, read vol. II of Williamson’s Wang An Shih. He makes out that the Emperor Sheng Tseng 神宗 had in mind the recovery of the border lands from Hsi Hsia 【西夏] and Khitans 【契丹] and that he relied on Wang’s reforms to strengthen China militarily and financially. The Emperor however found it necessary to keep his real purpose secret.
