Cool. Staff meeting. Discussed: (1) Dulles in Korea, the U.S.A.-Korea security pact, its effect on the political conference, (2) Eisenhower’s Seattle speech, its warning to the Reds re Indo-China, (3) Malenkov’s speech, H-bomb, consumer goods, flirtation with France, Iran, and Japan.
Radio and press all excited about Malenkov’s H-bomb. The U.S.A. is skeptical, but concedes that the U.S.S.R. can in time produce the bomb. The U.S.A. fears the effects of the announcement on Western Europe, particularly on France.
I stated to the staff that Taiwan must strive for the power of independent offensive. Unless we by ourselves take a sizable foothold on the mainland, we could not get U.S. military aid, even logistic aid. Furthermore, before we can recover the mainland, we must win the hearts of the mainlanders. For this purpose, we must create a real anti-communist united front. And we must woo and win the intellectuals. Told the staff what I have tried to do about the aid to professors in Taiwan—China Foundation 【中華教育文化基金董事會] and Tsing Hua Fund.
