Latter is a veiled threat to the effect that the U.S.A. would have to reconsider her Far Eastern policy if Rhee 【李承晚] should decide to “go it alone.” C. has sent 3 messages to Ike, who has not given a single answer; instead, Dulles has deigned to send one message. George 【葉公超] wants Koo’s and my reaction to the whole. Mine is this: if the U.S.A. cannot influence Korea, we cannot, one way or other.
