Morning, plenary session. Our item on the revision of the Chinese text of the Genocide Convention was to come up. To my surprise, 5 Central American states moved that the item should be referred back to the 6th Committee. Those states have nothing involved and knew nothing about the text. But they allowed themselves to be made use of by Lemkin, the fanatical advocate of the convention. Saw Lemkin in the corridor and gave him a good scolding. The vote was 30 for reference and 17 against. The U.S.S.R. spoke against the item, on the ground that I had no right to move the revision.
Afternoon, S.C. on Kashmir. Hoppenot paid me a tribute a little more than the ordinary. Zorin immediately objected. I thanked Hoppenot but lashed Zorin.
