At delegation meeting, I strained the muscles in the back and consequently suffered from back pains all day, especially in sitting down and in rising.
Held a consultation on Berlin. The Argentinian reported on his conversation with Vyshinsky, who objected to any preliminary conditions to a meeting of Council of Foreign Ministers as well as to the lack of reference to the currency problem in Berlin. Otherwise, the conversation was held in a friendly spirit. El Khouri suggested that lifting of the blockade might be item 1 of the agenda of the Council, to which the Colombian objected, on the ground that the West had made it clear that the lifting of the blockade was essential. I suggested that the blockade and currency might be settled before the Council meeting, but formally accepted and approved at the first meeting of the Council. The Argentinian found a number of questions to be put to both sides, mainly on simultaneity of moves such as lifting of the blockade at the same time as meeting of Council, and lifting of blockade to be matched with a concession as regards currency.
In sub-committee on atomic energy, main paragraph of Canadian resolution passed by 9 to 2.
