Delegation meeting at 9:35 a.m. Shuhsi 【徐淑希] made a fairly good point in a very clumsy way, as is usual with him. He called it a failure in elections in G.A., because we had not organized an Asiatic bloc. As a matter of fact, Wang 【王世杰], P. C. 【張彭春], and myself had this matter in mind all the time. We had felt that such a bloc, while useful and desirable, would not be very effective and must be built up gradually. That was why we proceeded very carefully. The way Shuhsi said it offended all three of us. That was characteristic of him.
Morning and afternoon, atomic sub-committee. I nominated the Indian delegate, Rau,【1】 who, to my great sorrow, proved himself ineffective in the chair. Whole morning was wasted on procedural matters, largely because of his ineptness. However, it was the U.S.S.R. and Ukraine who have been making his life uncomfortable. He must get the proper impression of the Russians and be cured of his vacillations.
C. F. Chang 【張忠紱] drafted a statement on disarmament, which both Wang 【王世杰] and I found not usable.
