S.C. whole day. Morning, Jessup: speech lasting an hour and a half. Afternoon, Cadogan and Parodi—repetition of Jessup.
Consultation among 6—Argentina, Belgium, Canada, China, Colombia, and Syria, Agreed to offer conciliation. Basis: (1) lifting of blockade, (2) meeting of Council of Foreign Ministers, (3) all questions relating to Germany to be discussed. I pointed out that (1) and (2) might take 3 different relationships: A. (1) before (2); B. (1) to come as first item in (2), without previous understanding that the U.S.S.R. would agree immediately that blockade would be lifted; and C. (1) to come as first item of (2) without previous commitment, but if (1) should fail, (2) should stop immediately. Agreed to let Argentine Foreign Minister to represent six vis-à-vis the U.S., the U.K., and France, and get a reply; then another consultation; then he would contact the U.S.S.R.
