A number of short speeches in Committee I.
At 3, S.C. on Berlin. Vyshinsky spoke for an hour. The Belgian made a short clear statement favoring adoption of the agenda. The chair then put the question to vote; result—9 to 2. Thereupon, V. made a protest, calling action of the Council a violation of the Charter, and declaring his delegation would not participate in the debate on Berlin. Manuilsky followed suit, in an obviously obsequious way. Thus ended one act of the drama.
As V. took up so much time, I suspected he would walk out.
Shall the S.C. go on with the case? Shall it send the item to the General Assembly?
