Another good day. Morning, conclusion of the general debate. Afternoon, 1st meeting of the Committee I. The U.K. was anxious to put Pakistan at the head of the agenda, to which both Syria and Egypt objected, on grounds either trivial or unconvincing. Austin suddenly came out in support of the U.K. I was afraid that the Anglo-American bloc might carry the point. I spoke for compromise: Palestine to be higher than its present position, 11th but not 1st. Spaak immediately took up my point and suggested 3rd place. The U.K. insisted on a vote. I was glad that my side won.
Another point was: atomic energy first or Vyshinsky first. I spoke for atomic energy first. Malik made a stubborn fight but lost. It was obvious that the U.S.S.R. was exploiting the occasion for propaganda. McNeil tried to counter, but, I thought, did not do well. The committee room is awfully stuffy.
