Morning, as we went to 67th St., the porter warned us that N. Z. 【唐玉瑞] was inside, waiting. We went by, I to the office and H. 【沈恩欽] to her apartment. I had breakfast in Longchamps. In the office, saw Palar from Indonesia, a Miss Chen, and a Mr. Li, both for jobs in the U.N.
Afternoon, S.C. It began with a long desultory discussion on the agenda, whether to place the Palestinian question on it or not. Finally, it was decided to debate the P. question tomorrow. On Indonesia, whole afternoon was taken up with the suggestion, which I made, to ask the Committee on Good Offices to report on trade restrictions or the reasons for delay in achieving an economic agreement. Gromyko and Manuilsky seized on my suggestion to fasten on the Dutch the blame for an economic blockade, which was resisted by Belgium, France, and the U.K. Manuilsky showed himself absolutely without scruple. After they had done their worst, I came out with a formal resolution, which was passed 9 to 0, with 2 abstentions.
Kan Lee 【李榦] and his daughter, Irene, went with me to S.C. I am afraid they witnessed a rather undignified spectacle.
