Morning, India-Pakistan. El Khouri put questions to the Council whether Commission of Good Offices should study Junagadh, genocide, and non-implementation of agreements. I argued that the three questions were not urgent and should be postponed; “genocide” being a slur on India, non-implementation being administrative and minor, should be dropped. The Council decided to give the Commission discretion in the matter.
Lunch with Shuhsi 【徐淑希] in the Old Mill.
Afternoon, Palestine: instructions to mediator. Decided to issue no instructions.
Talk with Tyrgvie Lie, about P. C. Kuo 【郭斌佳]. Lie acknowledged his mistake in using rough language but said he was disappointed in P. C.—inactive during the last year, and explained the case by attributing it to P. C.’s wife. Pressed him to appoint a Chinese successor. He asked for names. I gave Cheng Pao-nan 【鄭寶南] and Dai Poe-liu 【戴葆鎏].
