A beautiful springish day. At 10, went to Austin’s office; waited for Parodi for 20 minutes, only to be told that he was not coming. Austin read to us a list of questions he wished to put to various parties, such as the Jews and the Arabs. He wanted to know if I would be the spokesman before the Council if the 4-power consultation ended in failure. I said I would not commit myself. Then, as I was about to leave, he gave me a copy of the State Department’s instructions in regard to Trieste. It was a good thing for him that I happened to be a friend. At 11, I saw Sir Zafrulla in my office. Put to him my proposal of a U.N. nominated plebiscite administration. He would accept, provided Abdullah【1】 should not be at the head of the Kashmir Administration. I could not agree to that and pointed out the difficulties in the way. He agreed to keep his mind open. At 2:30, Security Council. Arce of Argentina suddenly moved to add an item to the agenda, questioning the Secretary-General’s letter about a working paper on Palestine. The Trieste business got no offer. As to Arce’s move, we aired our grievances, without doing anything about it. At 4:30, consultation of four in Lie’s office. Sir Alexander gave information relating to Palestine’s disturbances. No result! Evening, dinner with the Indonesians.
