C. M. Li 【李卓敏] and I gave a dinner in honor of Dr. C. H. Wang 【王寵惠]. C. H. thinks that it is only a fool or an idiot who cares to be President of the Executive Yuan. He asked me to express an opinion. Told him that the Executive Yuan must have emergency powers and that loan from the U.S.A. depends on (1) military reform and (2) financial reform.
