I took the occasion to explain once more the designed purpose of the Rehabilitation Fund of the 432 billion dollars and why I chose to use the proceeds of sales of UNRRA 【聯合國善後救濟總署] supplies for relief purposes, instead of drawing from the 432 billion fund. Kizer was good enough to say that he understood and approved of my procedure, although, he added, many people, including Roy Hendrickson, found it hard to understand. Kizer handed me a letter, informing me that UNRRA was ready to supply scientific and technical journals, books, and laboratory equipment. This was certainly good news. I also talked about certain persons in CNRRA 【行政院善後救濟總署] service: who were chosen on account of their reliability but were no longer young or as efficient as might be desired.
