Hsieh 【薛篤弼] of the River Conservancy Board 【行政院水利委員會] came again to talk about his budget. He worries about his minor projects all over the country, while he has not made any headway with his major ones. Told him to get started on the major projects, but he kept talking about the minor projects. He is a baby in politics, with the baby’s innocence and the baby’s helplessness.
