Hu 【胡善恆], Accountant General of Executive Yuan, came to talk about next year’s budget. Urged him to gather all items relating to relief and rehabilitation together to constitute on next year’s budget a special R. & R. fund. He seemed to be convinced of the wisdom of the move.
Went to Nankai at 3 p.m. Offered to P. C. Chang 【張彭春] regional office of Manchuria. He is to see C. 【蔣中正] tomorrow afternoon, and will come to give me the reply afterwards.
