Attended National Memorial at 9: K. C. Wu 【吳國楨] reporting on the work of the Ministry of Information. At 10, staff conference. Dictated a letter to Kizer on the work and problems of CNRRA 【行政院善後救濟總署]. Dwight Edwards 【艾德敷] came to chat on the reception to be given to Henry Luce. I took advantage of the occasion to suggest a line of policy for UCR 【美國援華聯合會]: that the latter should specialize on rehabilitation of education, while CNRRA would take over UCR’s activities in the field of welfare and relief. At noon, went over the Basic Agreement which Kizer is to sign with me. Henry Luce came to call at 3. Had a chat for one hour. He asked me about the prospects, I said I was politically optimistic and economically pessimistic, since depression had already set in; because of the breakdown of transport, particularly shipping between Shanghai and the coal mines of the North. He promised to send a cable to Land.【1】 On the subject of American loans, he advised China to approach the U.S.A. along business lines and not hanker after lend-lease, because the U.S.A. wished to forget the war: this may reflect the sentiment of the business community.
