Kizer et al. came at 9. Kizer reported that T. V. 【宋子文] asked him and Price 【畢範理] to go for a talk. T. V. emphasized the need for coal and cotton in Shanghai, wished Kizer to go to Shanghai with him next Tuesday or Wednesday, and wired to reserve office space for Kizer in the Bank of China. Kizer was good enough to say that he wished his office to be close to that of CNRRA 【行政院善後救濟總署]. It was fortunate that I had brought up the subject of cotton at the outset. Last night, while lying awake, I thought of the winter in North China and Manchuria and decided to ask for cotton both for clothing and the mills, in order to combat unemployment. I also laid before Kizer the necessity for a large shelter program: (1) temporary structures, (2) aiding merchants to transport lumber, and brick and tile makers to make their wares by loans, and (3) building loans. North East governors came for a discussion: (1) North East refugees going back, (2) clothing material, (3) regional directors, and (4) tractors. 童冠賢came with his nephew and received his first briefing for the job in Hopei. 馬傑 came back again: willing to serve but worried about the presidency of the college.
It is curious how T. V. would appeal to foreigners for aid and what favors he is willing to shower on them.
