In the afternoon, a man in saw-mill business came to talk about lumber industry. Lost all patience with him, for I could not waste time on the future of his private concerns. H. C. Chang 【張鴻鈞] came to present his training program and budget. Then he talked about relations between CNRRA 【行政院善後救濟總署] and his ministry. Told him that so far as emergency relief is concerned, I must insist on unified administration. If Minister Ku 【谷正綱] wished to do the job, I will withdraw entirely without rancor. Otherwise, I would not undertake a job with divided responsibility. Told him also that NHA 【衛生署] has agreed not to divide the responsibility: all technical plans to originate with NHA, and all administration to be done by CNRRA. He, at bottom, wished to direct the whole operation, and does not realize his limitations. The quarrel between him and Hsieh 【謝徵孚] is at the bottom of everything. Invited Shen 【沈怡], Vice Minister of Communication, 謝【文龍?] of WTB 【戰時運輸管理局], and Baker to dinner. Baker is getting old and becomes very talkative, but his talk is very interesting. He dwelt on the price of coal used by Shanghai-Nanking railway and Shanghai-Hangchow-Ningpo railway: how they paid different prices, although they bought coal from the same mine. He told also how a Chinese student won popularity in U. of Illinois by being rowdy and rough.
