Attended the opening session of the 6th party congress 【國民黨全代會], attended by some 600 delegates, C. 【蔣中正] making the only speech. The acoustics of the room was bad, the style was too literary and too stilted at that. It aroused no enthusiasm: the speaker received no ovation. We Chinese have a great deal to learn about the democratic technique of politics. After noon, Kizer and his group came over to talk. I mentioned the fact that Arnold in Washington expressed the opinion that the Chinese government showed more interest in WPB 【戰時生產局] than in CNRRA 【行政院善後救濟總署], and explained why it had to be so, at least, for the time being. Kizer thought my tiny building with 5 in one room did not indicate any governmental favoritism for CNRRA. Then we took up the Kweichow budget: I said it was entirely out of scale and had to come down to less than 200,000,000. Kizer urged me to raise it to 300,000,000. I said it would be difficult. Kizer criticized my administrative scheme, suggested that a group of provinces might well have only one office. He cited some American example. Told him one of our provinces has the population of the Pacific coast and has also the same distance, when measured in time of travel. I thought he had gone too far, talking about things of which he knew nothing about. He brought up the name of a Frenchman 【Jean Brediam]【1】 to be his industrial rehabilitation man. The man had served in the French concession in Shanghai, and later in Morocco. I disliked the background.
