A very busy day. At 9 a.m., Memorial at National Government, and fixed a number of calls for Kizer. From 10 a.m. to 11:30, conference of Investigation Division in CNRRA 【行政院善後救濟總署]: outlined foundations of work. At noon, lunch with C. 【蔣中正], Frank 【畢範宇] and Harry Price 【畢範理] were both there. Frank, because of his connection with 外事局, has access to C. and obtained an interview for his brother, Harry. C. was in good humor: was very gracious. After they had left, I stayed to present certain matters to him. (1) I put to him the problem of making a contribution to operational funds of UNRRA 【聯合國善後救濟總署]; he thought it was, but said I should settle the amount with T. V. 【宋子文], (2) I put to him the difficulty of enforcing honesty of administration if the staff is not well-paid and requested for secret funds. He assented. (3) I suggested that C. M. Li 【李卓敏] should be my other deputy. He agreed. (4) I called his attention to the question of jurisdiction, as between CNRRA and Public Relief Commission 【賑濟委員會], and between CNRRA and Ministry of Social Affairs—he thought he could smooth out matters. Afternoon, a number of callers, among whom were four overseas Chinese, who were anxious about relief in Malaya, Dutch East Indies, Philippines, etc. At 5, left office, perfectly tired, but found some callers waiting for me in my parlor. After supper, a game of bridge with children.
