Long talks with Minister Ku 【谷正綱] of Social Affairs: outlined to him my program and suggested (1) that he should take care of the children, the old, and the crippled, people who have to be maintained in institutions, and (2) that he should appoint a man to serve on Committee on Training for Relief Workers. He agreed, but rather reluctantly, I thought. Definitely fixed with Ministry of Foreign Affairs that I should leave Chungking on Feb. 4th.

Evening, dinner with CCH 【成志會], 張新一【心一?]【1】 of Kansu spoke on the conditions of his province: very effective.
