Began to explain the proposed statute on CNRRA 【行政院善後救濟總署] at 11. My statement lasted about 20 minutes; questions and answers took up about 30 minutes. The most remark was this is unprecedented; this would create a new precedent, etc. I varied my phrases but stuck to my points: (1) the office should have 5 deputies, (2) the office should have bureaus and divisions, and (3) the office should have its personnel of mixed origin, partly of civil service origin and partly of non-civil service origin. Could not tell whether I convinced the crowd or not. The trip took 2 ½ hours, through a typical rice growing country, with people surprisingly happy. Saw a duck having a fight with a dog, with the latter beating a retreat: the duck had only courage and persistence, always holding its head high. Saw also a man on a bicycle, with two rounds of sausage around his body: ridiculous in appearance but sensible in practice, for he was evidently a grocer boy, on an errand of delivery.
