Rose at 7. Started at 8 for the Legislative Yuan at Tu Shih Chiao 【獨石橋], to appear before one of its committees. Arrived there at 10:30. Began to explain the proposed statute on CNRRA 【行政院善後救濟總署] at 11. My statement lasted about 20 minutes; questions and answers took up about 30 minutes. The most remark was this is unprecedented; this would create a new precedent, etc. I varied my phrases but stuck to my points: (1) the office should have 5 deputies, (2) the office should have bureaus and divisions, and (3) the office should have its personnel of mixed origin, partly of civil service origin and partly of non-civil service origin. Could not tell whether I convinced the crowd or not. The trip took 2 ½ hours, through a typical rice growing country, with people surprisingly happy. Saw a duck having a fight with a dog, with the latter beating a retreat: the duck had only courage and persistence, always holding its head high. Saw also a man on a bicycle, with two rounds of sausage around his body: ridiculous in appearance but sensible in practice, for he was evidently a grocer boy, on an errand of delivery. Evening, dinner with Wong Wen-hao 【翁文灝], Conley, Sumner, Chiu Chang-wei 【邱昌渭], Franklin Ho 【何廉], Chen Pei-chuang 【陳伯莊], Peng Hsueh-pei 【彭學沛], C. C. Wu 【吳景超]. Talk for fun.
