H. D. Fong 【方顯廷] came to talk about co-ordination of rehabilitation with reconstruction.
Wrote out the points on which CNRRA 【行政院善後救濟總署] must take action immediately.
Had a long discussion with Harry Price 【畢範理] about UNRRA 【聯合國善後救濟總署] procedure. Told him that my office in Washington had cabled me that the 27 ½ tons of material needed for training of health workers needed his “screening,” a procedure at variance with my understanding of the functions of the China Area office. He said he disliked the word “screening,” a procedure at variance with my understanding of the functions of the China Area Office. He said he dislike the word “screening,” but he wished to see P. Z. King 【金寶善] about the training program, before cabling anything to Washington. I told him UNRRA had enough experts at hand to pass judgment on the 27 ½ tons and that Dr. J. Heng Liu 【劉瑞恆] was there to talk about technical details. It would be better to urge UNRRA to take up with Dr. Liu in Washington. Whatever UNRRA thought was beyond its scope should be left out; what was within its scope should be sent with dispatch. He finally agreed to my suggestion. Evening, T. L. Wang 【王祖廉] and wife came. Then C. C. Wu 【吳景超] and Ku came. C. C. returned yesterday from the United States.
