V. 【宋子文] about China’s capacity to pay: suggesting China offer to pay 30% of R. & R., provided (1) domestic costs are counted towards the 30% and (2) total should come to G$900,000,000. Plan to present the memo to him in person. Learned that Yu Fei-peng 【俞飛鵬] was to succeed Tseng Yang-fu 【曾養甫] as Minister of Communications; evidently, the bad reputation of the Burma Road has not affected the political fortunes of Leu. Yu. Attended tea given by Wong Wen-hao 【翁文灝] and Peng Hsueh-pei 【彭學沛] in WPB 【戰時生產局]. After supper, talked to children about race problems: black and white in the U.S.A.; Hindu and Moslem in India. Both of them are greatly surprised by the oddities of the world.
Met C. H. Wang 【王寵惠] at the tea. Had a few words of politeness with him. Met Kan 【甘乃光?] there and inquired about CNRRA 【行政院善後救濟總署] statute: no specific reply.
