At 4:30, Cheng 【鄭健生] phoned that two cables had arrived which stipulated that I should do the decoding myself. Told him to send cable-room clerk with the cables and codes to my residence.
Lin 【林鐘]【1】 came. I began to decode at 5 p.m. One cable conveyed the information on Kennedy’s commitment to use the veto in order to keep the Reds out of the U.N. This commitment was conveyed by Drumright 【莊萊德] to C. 【蔣中正] on Oct. 17, 1961. It was confirmed this year by Rusk when he visited Taipei in April.
The other cable was a sophomoric essay on strategy in S. E. Asia and the polices of the British Labour Party. It is not confidential. In ideas, the cable is simply empty. Who really composed it?
The decoding kept me up to 2 a.m. Monday.
