Entertained at luncheon for Amb. of Saudi Arabia, to bid him farewell. Amb. of Iran, chargé of Thailand, and chargé of Libya.
At 3:30, went with C. K. Yen 【嚴家淦] and Martin Wong 【王蓬] to see Hilsman. He was detained in the White House, and deputed Rice and Barnett 【鮑華倫] to receive us. C. K. talked about the loan for Ta-chien dam 【達見水庫] and future grants under public law 480. I asked that the U.S.A. should not reduce economic aid and restrict trade simultaneously. Barnett immediately said the U.S.A. was trying to free trade from restrictions the world over; textiles was the only exceptions.
Finished revision of the speech for the Air War College.
After visit to State, C. K. came to Twin Oaks to chat. He said the U.S.A. was not too much agitated about the counter-offensive, because it knew we did not have the logistic means and that we had to keep on proclaiming it for domestic reasons.
