Staff meeting, devoted to speculation on future development of Peiping-Moscow relations. The U.S.S.R. will not break state relations; the break with Yugoslavia did not benefit Moscow. The U.S.S.R. probably will not apply oil sanctions, for Peiping could get oil elsewhere. Economic relations have already been reduced; any further reduction would not inflict much damage. The quarrel will drag on; neither can deal the other a fatal blow short of war.
