Consultation with Kiang Yi-seng 【江易生] about the afternoon interview with Rusk, as to approach and topics and objectives.
At 2:45, we went to State. Yager joined us in the waiting room. At 2:50, Rusk received us. I began with inquiring about his talks with Lord Home in London about the Taiwan Strait. Their conversation on this topic lasted only three minutes. Rusk expressed the view that the Reds did not seem to have the intention of attack. Lord Home said nothing. They then exchanged views on Security Council representation and agreed it would be better to proceed by stages. At this point I informed Rusk that my government had decided in the same way.
I then took up the topic of Rostow paper, assuring him I was not going to ask for the classified document. I stated that American press reports had made Rostow advocate a 2-China policy, admission of the Reds into the U.N., U.S.A. recognition of the Reds, and neutralization of Taiwan. These reports had been picked up by Chinese papers in Taiwan, Hong Kong, Manila, San Francisco, and New York, and had had a most unsettling effect, disturbing the good relations between China and the U.S.A. Could he on suitable occasions make a statement to clarify the matter. He said that the Rostow testimony before the Senate Committee, soon to be published, would clarify everything. Nevertheless, he could consider my request, preferably in reply to a question at a press conference.
I raised the question of the counter-attack and pleaded for American flexibility in its policy on this point as well as in public statements. He thought the question most delicate and would require careful consideration, which he would undertake.
