The Ministry is unhappy because Cabot in Warsaw is reported to have assured Wang Ping-nan 【王炳南] that the U.S.A. would not support a counter-attack against the mainland. But Pres. Kennedy in his press conference last Tuesday said to the whole world that the U.S.A. aimed at peace in the Taiwan Strait and that the U.S.A.’s treaty obligations towards China were defensive. That is as plain as it could be.
The Ministry is unhappy about the Rostow paper. But it is classified material. He refused to give it to the Senate Committee. Upon the inquiry of the Embassy, the State Department gave a reluctant reply of limited scope. Am afraid little could be done.
